Operation Scaffold builds defences against rogue traders

Skips, scaffolding and building materials in the garden are some of the items that could attract a visit from Havering Council Trading Standards and Havering Police as part of a continuing campaign against rogue traders.

Operation Scaffold involves joint patrols across the borough with visits being made to properties where building work is taking place to check that the buyer knows their rights and that the builder is obeying the law, including giving written notice to the householder detailing their right to cancel the work. One in three of the visits in the last year led to action against the trader.

Since April 2013 85 visits have been made by the Operation Scaffold team with enforcement action being taken against traders on 26 occasions.  The visits are not all about enforcement but also through advice and assistance, help traders become aware of their obligations and trade fairly.

Operation Scaffold works to reduce doorstep crime and compliments other initiatives such as The Councils Banking Protocol which trains banks in the borough to be alert to unusual financial transactions on customers’ accounts, particularly in branch and if it is to pay construction related business alert police and Trading Standards so follow up checks can be made.

Havering Council Cabinet Member for Public Protection, Councillor Lesley Kelly said: “Operation Scaffold is proving a great success in helping protect local residents from traders who are not following the law. The best advice is to use traders who are members of Buy with Confidence as they are Trading Standards approved and will be following the law.”

Council Tax freeze

Council freezes Council Tax and sets its budget

The Council has frozen its share of the Council Tax. Members voted to freeze the Council Tax for 2014/15 at meeting of the Full Council last night. This is the fifth year running that Havering’s share of the Council Tax has been cut or frozen.

This means that the average Band D Council Tax charge for a Band D property is £1,494.18 per year.

Despite more funding reductions looming Havering is doing its best to provide our residents with a better quality of life and a stable Council Tax with more money being spent on the key priorities of our residents.

The Council is spending an additional £500,000 to improve roads and fix potholes around the borough. A further £500,000 will provide state of the art 3G football pitches at the brand new Broxhill Sports Park in Harold Hill.

The Borough’s drive to increase school places and improve facilities for pupils has been boosted by an extra £4.5m this year, plus £14.6m the following year, and an additional £15.4m in 2016/17 for school capital building

UK Youth Parliament

Record numbers of young people in Havering voted to elect two new members of the UK Youth Parliament who were announced at a special event at the Town Hall on Friday (21 February).
Around 10,800 young people voted in total, that’s just under 45 per cent of youths eligible to vote in the borough, with Frankie Walker (16) from Harold Hill and Tolu Akingbade (14) from Hornchurch, elected to represent them.

Freya Pearson (14) from Gidea Park and Destiny Fakayode (15) from Elm Park, were elected as Frankie and Tolu’s deputies.

In her speech after the results were announced, Frankie said: “This has been a really hard process – we’ve had to interact with lots of different types of people and speak in front of really large groups. But we did this because youths should be heard more and that’s what will lead to changes in society – that’s why this process and the role are so important.”

Frankie and Tolu will make the young people of Havering’s priorities and issues known at a national level.

When asked what they thought were the main things youths in the borough wanted them to address, they said some of the top issues were lack of work experience and combating negative stereotypes.

“We’re going to need jobs in the future, and we don’t just want to be another statistic,” said Destiny, “The world is a tough place and we need people to offer their support and give us experience.”

Frankie added: “There are a lot of misconceptions about young people and we need to break those down so that young and old both have mutual respect for each other.”

Councillor Eric Munday, Mayor of Havering, announced the results of the election. He said:

“Young people should take an interest in politics because we’re all affected by it, and it’s good to see some fresh blood getting involved in local politics.”

Nine candidates campaigned across secondary schools, colleges and youth centres in the borough.
