Library Services
We have been looking at how we can help Deaf customers to access our services. We have a couple of members of staff who are level 1 British Sign Language (BSL) signers (Romford and South Hornchurch, please ring ahead to make sure they are available). We also run a reading group with a BSL signer on the first Tuesday of the month at Romford Library, starting at 2pm. You can bring your own books or choose one of ours. The group is newly formed and very informal.

Electric Blanket Testing
Havering Council is urging residents to dust off their electric blankets and get them safety checked ahead of the cold snap. The Council’s Trading Standards officers will be at Yew Tree Lodge Resource Centre on Thursday 28 November between 9.30am and 2.30pm. On the day, the Council will check blankets to ensure they are working properly and are safe to use. The London Fire Brigade will also be on hand offering home safety checks and free smoke alarm fittings.

GP opening hours
Havering GPs are to open their doors at weekends to help relieve the pressure on local hospital A&E departments. A new scheme, which starts this weekend, aims to offer patients who are ill or injured and need urgent care, but are not a medical emergency, a weekend GP appointment in place of a long wait at A&E.
The scheme is designed to ease the pressure on local A&E departments this winter with Havering GPs reminding the public that A&E is only for people with a life-threatening medical emergency.
Here’s how it works. Starting this weekend, the local NHS 111 service can book an urgent weekend GP appointment for you, if needed, at a nearby surgery.
If the problem can wait until Monday, you will be given a ‘passport slip’ that will ensure your own GP contacts you. This will also help reduce the pressure on GP surgeries at the start of the week as patients will not have to wait until Monday to phone for an appointment.
Patients access the new service by calling 111 to ensure they get the right care. Some services, such as x-rays, stitches and medical certificates are not available through the new scheme.
Local hospitals can also re-direct patients to a weekend GP surgery if it is the right place for them to be seen.
A&E attendances at Barking Havering and Redbridge University Hospitals Trust (BHRUT) increased by 18 per cent between 2003 and 2011, with the biggest increases coming at the weekend. Winter is the busiest time for the NHS so local GPs want to make sure that, if people need urgent care, alternatives are in place so only those with a life-threatening emergency use A&E and can be seen more quickly.
The scheme will be rolled out between now and December starting in those areas that have the highest numbers of patients using A&E. Participating practices will be open for appointments between 9.30am and 5pm on Saturdays and Sundays.
Havering CCG chair and local GP Dr Atul Aggarwal said:
“We know our local hospital is likely to face serious pressures over the winter and, as local GPs, we must do our bit to help.
“Patients should only go to A&E if they have a life threatening emergency, but sometimes they simply don’t know where they should seek help. We need to provide alternative places for patients who don’t need to be in A&E at weekends but do need to be seen quickly. By calling 111, those patients who need an urgent weekend GP appointment will get one.
“Opening some GP surgeries at weekends this winter is a key part of our plans to make sure patients get the right care in the right place.”
The weekend opening scheme will initially run through the winter. GPs will then look at how effective the scheme has been in reducing A&E attendances before deciding whether to continue it on a longer term basis.

Autumn leaves
What to do with Autumn Leaves
It feels a little later than usual but autumn is now in full fall, and those with green fingers will lap up the opportunity to put the leaves to good use by composting them. With around 20,000 trees lining the borough Havering Council is encouraging residents to rake and collect the leaves that drift onto their property and then either compost them, put them in their green bins, or take them to the nearest refuse and recycling centre for composting. If residents aren’t able to dispose of the leaves, the Council offers a service to collect leaves blown in from the street and pick them up.

Peoples Inquiry into London's NHS
The first meeting is now in SW London, and we are keen to get contributions which go beyond concerns over hospitals and A&E (although these are important).

* Care of older people: is there any evidence of an "integrated" or "seamless" service? Are adequate resources available from social care? Are local people being genuinely consulted and their views taken on board?
* Activities and policies of local Health & Wellbeing Boards, public health initiatives and preventive health
* Development of Healthwatch local organisation and issues of adequate accountability and voice
* Concerns over uneven quality of primary care and out of hours services

Public consultation on BHRUT
CQC’s new Chief Inspector of Hospitals asks local people to tell him about the care provided by Barking, Havering and Redbridge University Hospitals NHS Trust
England's new Chief Inspector of Hospitals is inviting members of the public to tell his inspection panel what they think of the services provided by Barking, Havering and Redbridge University Hospitals NHS Trust. Their views and experiences will help inspectors decide what to look at when they inspect Queen’s Hospital in Romford and King George Hospital in Ilford in October.
The trust is one of the first wave of 18 hospital trusts to be inspected under radical changes being introduced by the Care Quality Commission. The formal inspection at Barking, Havering and Redbridge University Hospitals NHS Trust will start on Tuesday 15 October.
The Chief Inspector, Professor Sir Mike Richards, announced in July that he will lead significantly larger inspection teams than before, headed up by clinical and other experts including trained members of the public.
To ensure the views of patients and the local community are properly heard, the inspectors will be holding a listening event (details below):

Members of the public are being encouraged to attend the listening event to find out more about the inspection process, to tell the team about their experiences of care and to say where they would like to see improvements made in the future.
Sir Mike said: "The new inspections are designed to provide people with a clear picture of the quality of the services in their local hospital, exposing poor or mediocre care as well as highlighting the many hospitals providing good and excellent care.
"We know there is too much variation in quality – these new in-depth inspections will allow us to get a much more detailed picture of care in hospitals than ever before.
"Of course we will be talking to doctors and nurses, hospital managers and patients in the hospital. But it is vital that we also hear the views of the people who have had care at either of the hospitals run by the trust, or anyone who wants to share information with us. This will help us plan our inspection, and so help us focus on the things that really matter to people who depend on this service.
“This is your opportunity to tell me and my team what you think, and make a difference to the NHS services in the local area.”
Sir Mike's inspection team is expected to look in detail at eight key service areas: A&E; medical care (including frail elderly); surgery; intensive/critical care; maternity; paediatrics/children’s care; end of life care; and outpatients.
A full report of the inspectors’ findings will be published by the Care Quality Commission later in the year.

Havering Parks
HAVERING PARKS
We are proud to report that Havering Council has maintained its status as having some of the best parks in the country after eight of them were awarded the prestigious Green Flag status for 2013/14.
The Green Flag Award is the benchmark national standard for parks and green spaces in the United Kingdom. The scheme was set up in 1996 to recognise and reward green spaces in England and Wales that met the laid down high standards.
The award, handed out by environmental charity Keep Britain Tidy, recognises and rewards the best parks and green spaces across the country. A Green Flag flying overhead is a sign to visitors that the space boasts the highest possible standards, is beautifully maintained and has excellent facilities.
A panel of judges visited the parks and checked that they met the criteria of being welcoming, safe and secure, clean and well maintained, sustainable, that they support conservation and heritage, and encourage community involvement.
Parks and open spaces are one of the most frequently used public services in the borough, with more than 50 per cent of people visiting a park at least once a week and many using green spaces as an integral part of daily life. This is why the Council has maintained the high standards of its parks - as they are so highly valued by residents. The Council has secured the Green Flag awards for the following parks:

Takeaway litter
Shops across the borough invited to join the crackdown on takeaway litter
Last month, Havering Council launched the next stage of the Cleaner Havering campaign to tackle takeaway litter, starting in Elm Park. And this month, the campaign will be rolling out across the borough.
The campaign encourages takeaways, snack shops and supermarkets to sign a pledge, which commits them to encourage customers to bin their rubbish and to undertake regular clean-ups of litter outside their shop.
The shops will also display the Council’s campaign posters and put special campaign stickers on their food packaging.
Letters have been sent to hundreds of Havering shops encouraging them to take the anti-litter pledge. Recently, a number of McDonalds stores in the borough signed up to the campaign too.

Italian Market returns to Romford town centre
Italia in Piazza is an innovative and authentic Italian Food Market comprising a number of mouth-watering stalls bringing you all the wonderful tastes you would expect to get in Italy, such as parmigiano reggiano, prosciutto, salame, olives, extra virgin olive oils and much more.
I have arranged for some Italian themed entertainment throughout the day to entertain shoppers as follows:

Immigration poll
Voters say immigration hurts UK
A poll of more than 20,000 people has found that only 17% of Britons believe immigration has benefited the country. In contrast, 60% of people thought immigration had brought more disadvantages than advantages to Britain. The study also found that 79% of people supported the message on the Home Office's "Go home or face arrest" advertising vans - although only 17% of people thought the policy would work.

Excellent results for our
A Level students
Havering’s students proved once again that they are among the best in London with another year ofoutstanding results. This year’s A Level pass rate currently stands at 99.8 per cent, pending final results from Havering Sixth Form College and Campion School’s sixth form. In 2012 the pass rate was 96.4 per cent. The average points score is up on last year and, while students generally entered fewer exams this year, the grades they achieved were higher.

Take away your litter and bin it
‘Enjoy your takeaway – then bin it’ is the key message of the Council’s latest campaign urging fast food outlets and their customers to help keep Havering clean.
Unsightly takeaway food packages thrown on the ground are a major concern of the borough’s residents, as revealed in last year’s Spring Clean survey. In response to this our Cleaner Havering Campaign is signing-up takeaways, snack shops and supermarkets – starting in Elm Park – to a pledge to clean-up takeaway litter outside their shop, display the campaign posters, and put special campaign stickers on their food packaging.

Bottle deposits
Bottle deposits to make a comeback
A bottle deposit scheme could reduce litter, increase recycling and create 4,000 jobs, the Campaign to Protect Rural England has told MPs. Bottle deposits used to be common in Britain 20 years ago but were phased out when plastic bottles and cans became cheap to make and discard. However, as the country runs out of landfill sites, the system could come back into fashion. Government studies found that returning drinks containers for 10p would increase recycling and reduce litter.

Summer festival set to shine

The festival, which is run by volunteers, will also give local people the chance to find out more about the progress of the Council’s Harold Hill Ambitions programme, which aims to regenerate the area.

Repairs to pavements and roads
PAVEMENTS AND ROADS
The Council will be carrying out pavement repairs in the following roads in the current financial year; King Edward Road, Hearn Road, Alexandra Road, Eastern Road (outside Ring Road), Kingston Road, Errol Road, Gilbert Road, South Street (between Dymoke Road and Melton Gardens), Park Lane (outside shops and school). There will also be road surface repairs in King Edward Road, Eastern Road (outside Ring Road) and South Street (Dymoke Road to Melton Gardens). The Council has raised 27 works orders for footpaths and potholes in Carlton Road after we were contacted by a resident. The mini “crater” at the junction of Repton Avenue and Repton Gardens has been repaired. We have reported a hole in the pavement in North Street underpass and a pothole in Globe Road near the junction with Hillcrest Road. A pothole inBrentwood Road near the entry to Tolbut Court has been repaired.

Travellers and green belt
Travellers face green belt ban
The Mail reports that Eric Pickles, the Communities Secretary, will issue new advice to councils barring Travellers from settling on green belt land in a bid to prevent disputes such as the one at Dale Farm in Essex. Mr Pickles said that in future planning officials must give "particular scrutiny" when letting caravan sites blight England's beauty spots and concentrate them in other areas.

A "citizen science" project aims to establish the degree to which bird song has local dialects. Collier Row Carnival
After last years success with the Collier Row Carnival & Family Fun Day we have decided to have another one this year!
It will be taking place on Sunday 11th August at Forest Row Centre in Lodge Lane Collier Row (Same venue as last year). This year we will have the entire centre for our use so will be having craft stalls inside as well as out & a huge marquee out up on the field so there won’t be any windswept stalls!
We are hoping to make it even bigger & better than last year! The theme for the Carnival is "Storybooks & Fairy tales" & are hoping that the groups/Schools & Clubs taking part in the parade will embrace the theme & come up with some wonderful costumes & routines just like last year!

Met Police Service
Safer Neighbourhoods Teams [SNTs] are changing. With more officers and additional responsibilities, SNTs will take a stronger approach to catching criminals and protecting communities. Using their detailed local knowledge, SNTs will now be responsible for investigating neighbourhood crime, tackling those that cause harm to our communities and reducing anti-social behaviour [ASB]. SNTs will be more visible with officers on patrol later into the evenings, over the weekends and at peak times.
A neighbourhood inspector* will have the flexibility to direct officers to where they are needed un-restricted by ward boundaries. They will take responsibility for reducing crime in their area and be held accountable to the local community.
There will be new ways to contact the police. Victims of crime, or those who wish to speak with a local police officer, can make an appointment at a time and place convenient to them. Each borough will have one police station open to the public 24 hours a day, seven days a week. Other police stations will provide standard front counter services, with opening times determined by local need.
There will be additional contact points in police buildings and staffed by SNTs across their neighbourhoods for a minimum of three hours per week.
The 101 telephone number will remain for non-emergencies and the public will be able to request a visit from a local officer within 48 hours. In an emergency there is the 999 system that answers just under five million calls a year - 93 per cent in ten seconds or less.
Assistant Commissioner Simon Byrne said: “We’ve listened to the public and understand people just want to know police are close by. So we are changing the way we do things to make neighbourhood policing our priority.
“We will now have around 200 places for the public to access police, in more convenient locations and at differing times.
“We are telling Londoners exactly where their police will be and when, making it clearer what the best way to access police is depending on what their need is.
“Making neighbourhood policing our priority demonstrates our commitment to Londoners and will deliver the service they deserve”.
The Deputy Mayor for Policing Stephen Greenhalgh said: “After the most extensive public consultation ever carried out into policing in London, we have listened to what people want in putting ‘bobbies’ before buildings. Moving 2,600 extra police officers into neighbourhoods provides a golden opportunity for the Met to reconnect with Londoners".
The transition into the new model of policing will take place in two tranches. The first boroughs to see the changes will be: Barnet, Bexley, Camden, Hackney, Hammersmith and Fulham, Haringey, Havering, Hillingdon, Islington, Kensington and Chelsea, Lambeth, *Merton, Southwark, Sutton, Tower Hamlets and Westminster.
Tranche two boroughs will roll out in September and will be: Barking and Dagenham, Brent, Bromley, Croydon, Ealing, Enfield, Greenwich, Harrow, Hounslow, Kingston upon Thames, Lewisham, Newham, Redbridge, Richmond upon Thames, Waltham Forest and Wandsworth.
Under targets set by the Mayor of London to cut key crimes by 20 per cent, improve public confidence by 20 per cent and cut costs by 20 per cent by 2016, the Met is introducing these changes to the way local policing is carried out across London boroughs to ensure there are more officers on your streets and that they are used with greater flexibility.
