Due to the extensive nature of the works being undertaken at Upper Brentwood Road, it has been necessary to extend the temporary traffic road order in place.  It is anticipated that the works will continue for a further three weeks, with an estimated completion date of 18th March.

Dovers Corner decision
The Council has announced that it will not be challenging the Secretary of State’s decision to allow the Weston Homes’ development on Dovers Corner in Rainham. Councillor Michael White, Leader of the Council, said: “Along with the vast majority of local people we have always opposed this development which in our view represents a gross overdevelopment of the site.  We have been advised by our lawyers that we only have a very limited chance of getting this decision quashed by the High Court and with great regret, we have decided that we cannot justify taking legal action.”


This is very disappointing but the Council can't justify spending council taxpayers money on an appeal we have no chance of winning.

Monthly talk by Havering and District Association of the National Trust

In association with the National Trust we invite speakers once a month to present topics both local and nationally involving our Heritage and History. Most presentations are given using slide viewing. Refreshments are available as are National Trust publications and objects of interest.

Havering’s Council Tax frozen
Havering’s Council Tax for 2011/12 was frozen to £150.05 a month (£1,505 per annum) per Band D property.  The decision was taken when councillors met last night.
This year’s budget proposals builds on the savings that the Council identified last summer which means that we did not have to make any significant additional savings to balance the books for 2011/12.
Making an early start with financial planning has meant that the Council has been able to address around £1m of additional budget pressures this year as well as protect extra investment of £1.9million in adult social care.

Council seeks views on plans for Hornchurch High Street

The Council is giving the public another opportunity to comment on planned improvements to streets and pavements in and around Hornchurch High Street.



This came about because I and Cllr. Frederick Thompson voted for a deferral on this item at the Highways Advisory Panel.  There seems to be a lack of understanding on what this proposal will entail and I am happy that now more people will have an opportunity to look at the plans.

KEEPING ROMFORD SAFE
Retailers, the police and the Council have introduced a new scheme to keep pickpockets and shoplifters out of Romford town centre. Anyone arrested for theft of pickpocketing in the town centre will automatically be issued with an interim banning notice from the town centre, pending a decision as to whether or not they should be permanently banned from it. Photographs of those banned will be distributed to all shops in the town centre so that security guards and shop assistants can identify people who have been banned.

We have raised the persistent abuse of the "no right turn" into the Asda car park from Western Road with the local police.
CARLTON ROAD
The Council has contacted the owners of private forecourts at the Junction Road end of Carlton Road asking them to repair them as soon as possible.
SOUTH STREET
"Transport for London" seem keen to fund environmental and streetscene improvements in South Street outside the shops near where "
MacDonald's" is. We will keep you in touch with the progress of any scheme in future editions of the newsletter. We opposed an application for a car wash behind residential properties in South Street outside the Ring Road, but unfortunately the proposal was approved.

Plan for new 'wildlife habitats' in Thurrock

This may not be in Romford Town but Thurrock isn't very far away.

Wetland reserve opening put back
South Essex residents are being asked their views on the creation of and where to site new "wildlife habitat areas" in their communities.
Thurrock Council hopes to create strips of land which will help wildlife species to thrive.
The areas can be of any size or shape and the council said it will ensure the areas are practicable and sustainable.
They could also provide corridors between different natural habitats for animals, insects and plants.
Val Morris-Cook, Thurrock's portfolio holder for environment, said: "We want to know what you think about the idea and if you have any ideas where and how these simple 'wild' areas could be introduced into our parks, open spaces and on other council-owned land."
The council's consultation is available on its website. It runs until the end of April.

REMINISCENCE AT HAVERING MUSEUM

REMINISCENCE AT HAVERING MUSEUM
All residents are welcome at reminiscence sessions at Havering Museum in Romford High Street. Sessions take place from 2-4pm and a donation of 50p is invited to cover the cost of tea, coffee and biscuits at this excellent facility run by the local charity Havering Museum Ltd. Future sessions include "The Jokes We Used to Play" on Friday 1st April and Stories of RAF Hornchurch on Friday 8th April.

New accessible web pages are soon to be launched for people with learning disabilities as part of the Council’s website. They will give information about local resources for people with learning disabilities, their families and carers and links to other useful websites. The "Disabled Go" Havering website offers advice on disabled access to facilities in the borough through the website http://www.disabledgo.com/en/org/london-borough-of-havering. The typeface of the site etc. can be adjusted to assist people with visual impairments. Information is also available via minicom from Havering Direct on 432308. Havering Disability Steering Group, chaired by a wheelchair athlete, works to improve access to sports facilities and activities for people with sensory impairments, learning disabilities and physical disabilities of all ages, and Havering Culture and Disability Forum seeks to promote equality of participation and access for all disabled people in the arts, heritage, libraries, parks and sport. HORNCHURCH PASSION PLAY 2011
This community event, organised by Churches Together in Hornchurch, will be staged on the green next to the Queen’s Theatre this Easter - Good Friday, Easter Saturday and Easter Day (22nd-24th April). Fighting against Scam Mail

Havering Council is taking part in a campaign to raise awareness of mass marketed scams.

Scams can take the form of bogus and fraudulent offers sent by post, telephone or email. They try to persuade people to part with their cash on false promises of holidays or luxury items.
Although anyone can fall for a scam, the elderly and vulnerable are more likely to be targeted.
In the past year 112 residents have contacted the Council about possible scams. These include:
  • 60 of these were about burglar alarms. Consumers were called and informed that they could have a burglar alarm fitted for £1 but the caller omitted to mention that maintaining the system could cost up to £4000 per year. Some of the traders purported to be working with the Council and/or the police.
  • 16 calls were about prize draws.
  • 10 people bought concert tickets that never arrived.
  • Six people were called and told they had been chosen to have a reduction in Council tax.
Havering's 'Scamnesty' campaign, run jointly with the Office of Fair Trading, takes place during February.
The Council is calling on residents to fight back against the fraudsters by collecting any scam mailings they receive and dropping them into designated Scamnesty bins. Council officers will examine the contents of the bins and take the appropriate action.
The bins will be located at the following venues in February:
  • Romford Public Advice and Service Centre (PASC) – Liberty Shopping Centre
  • Romford Central Library – St Edward's Way
  • Hornchurch Library – North Street
  • South Hornchurch Library – Rainham Road
  • Sainsbury's Harold Hill – Farnham Road

Italian Market in South Street 27th February

Romford will host an Italian food market, Italia in Piazza, on Sunday 27 February from 10am in South Street.

This is the first time Italia in Piazza has come to Romford and there will be a range of authentic Italian food to buy. Tastes from Italy will include parmigiano reggiano, prosciutto, salame, olives and extra virgin olive oils.
Simon Faro, owner of the Italian market, said: "The market offers customers a truly Italian experience. All the quality produce you expect to find from Italy is brought to your doorstep by professional Italian stallholders who will offer a high standard of customer service and a vibrant atmosphere."
Councillor Robert Benham, Cabinet Member for Regeneration, added: "By having an Italian market for the first time we are providing even more choice and variety for shoppers."

We are grateful to the Council for ongoing work to resolve rubbish dumping and security issues raised with us by residents of Station Parade in Mill Path. The authority has commenced a piece of work to ensure that businesses have the correct waste disposal procedures in place throughout the borough and this will also involve the businesses backing on to Mill Path. We have raised issues relating to domestic rubbish disposal and also the maintenance of the "alley gating" scheme which has helped to improve matters for residents here.

We have objected to proposals for new a new telecommunications mast behind property in Brentwood Road near Kyme Road after being contacted by residents.
TUDOR AVENUE
We have raised the repair of the pavements in Tudor Avenue and neighbouring roads with the Council again.
CLIFTON ROAD
We have enquired about progress on the detailed design of parking restrictions in Clifton Road, and Park Lane from Malvern Road to Brentwood Road only after approval was given for the development of such a scheme by the local authority last year in response to strong support for such measures from local residents.

The Council has contacted the owners of private forecourts at the Junction Road end of Carlton Road asking them to repair them as soon as possible.

RAPHAEL PARK RESTORATION BID
Thank you to everyone who took part in consultation on drawing up the bid to Heritage Lottery Fund for the restoration of Raphael Park. The bid has been submitted and we understand that the lottery may decide on the application to restore this significant historic landscape in May. If successful it is likely that work will commence in 2012 and will include new staffed public toilet provision as well as improvements in nature conservation and other areas. The Council works with Friends of Raphael Park and Lodge Farm Park to improve the park.
ROMFORD CONSERVATION AREA
An excellent planning application has been approved to begin the restoration of the Golden Lion public house. Work will begin by stabilising the condition of the low-level wooden extension to the pub in North Street. We have enquired about a planning application relating to the
ARTS IN ROMFORD.
The Visual Arts Centre at Frances Bardlsey School in Brentwood Road offers an excellent programme of exhibitions and arts activities for all residents to take part in. Over recent years the centre has hosted an exhibition of prints by Salvador Dali, a symposium on the role of photography in contemporary art and holds its highly successful series of summer exhibitions each August showcasing the work of local professional artists. The

HORNCHURCH HIGH STREET IMPROVEMENTS
The organisation Transport for London would like to fund major improvements in Hornchurch High Street to improve traffic flow and improve the environment in this important location joining St. Andrew’s and Langtons Conservation Areas. We will update residents on the progress of this scheme in future newsletters.

PARK END ROAD/ CHURCH LANE
We were glad to support residents in their opposition to a proposed coach parking bay at the junction of Park End Road and Church Lane and are glad that the proposal was rejected by the Council.

REGARTH AVENUE
Many thanks to residents in Regarth Avenue for contacting us regarding concerns about the bridge over the River Rom at the end of the Avenue. We have raised these matters with the local authority.

MANOR CLOSE
We have supported residents in their opposition to a planning application at the end of Manor Road, backing on to Manor Close, which would have a negative impact on quality of life in the close.

BENTLEYS BAR, SOUTH STREET
We objected to a licensing application for another licensed premises on the first floor at this location almost opposite the station on all four grounds permissible under the licensing act and the license was refused.

SYDENHAM CLOSE
Many thanks to residents of Sydenham Close for their kind hospitality while we have been working with them on areas of concern to them. The focus of attention remains the state of the first property by Harefield Manor Hotel in Pettits Lane, which is owned by the hotel.
